Committee Publishes Inquiry Report

A report of an inquiry into the way in which Assembly subordinate legislation and delegated powers are scrutinised, has been published by the National Assembly for Wales' Subordinate Legislation Committee.

The inquiry was undertaken following a widening of the Committee's remit as a result of new Standing Orders which were put in place following the Government of Wales Act 2006.

The inquiry examined the Committee’s current processes and attempted to establish the best approach to the implementation of its enhanced remit, beyond the technical committee scrutiny of Statutory Instruments.

The Committee report is based upon both written and oral evidence as well as findings gained from visits to the House of Lords and the Scottish Parliament.

The report highlights the need for greater transparency in the legislative process as well as the need to make the process more open and accessible following GOWA 2006.

The report takes the view that the Committee should take a broader approach and should consider UK Government legislative proposals, including full scrutiny of Westminster legislation which devolves powers to Welsh Ministers, and ensure any implications for Wales are fully recognised and scrutinised.
