welsh assembly government: role of the executive

The Welsh Assembly Government consists of

  • The First Minister
  • The Counsel General
  • Welsh Ministers and Welsh Deputy Ministers - No more than 12 in total (i.e. Maximum of 14 members)

The WAG is supported by civil servants

The Executive will act in a similar way to a Whitehall Department. It will

  • perform executive functions
  • develop and implement policy
  • make decisions
  • as in Whitehall make statutory instruments (secondary legislation) and laying the SIs before the Assembly in a broadly similar process as that conducted in Parliament
  • make proposals to the Assembly  to increase its legislative powers by means of draft Orders in Council to extend the scope of the devolved "matters" in Schedule 5
  • make proposals for Assembly Measures

Morgan Cole will be monitoring proposals for Welsh legislation so that it can inform its clients as to plans under consideration and facilitate opportunities for lobbying
