Tessa Shellens, Consultant
Tessa joined Morgan Cole as a consultant advising public sector clients in April 2000. She had previously worked for 16 years in the Government Legal Service at the Welsh Office advising on the statutory functions of the Secretary of State for Wales. In the field of public law, Tessa advises NHS bodies, local authorities, education institutions and other public bodies on governance, information and organisational issues and compliance including judicial review. She is a member of the Law Society Wales Committee.

Guy Clarke, Partner
Guy’s expertise is in the field of complex property acquisitions, disposals and management and the development of commercial property in both the public and the private sector. He is a member of the Legal Wales Standing Committee. He has many years’ experience working for the public sector in Wales and for the National Health Service in particular, advising them on all their property matters including estate management, transfer of assets through merger, major capital schemes, town and country planning implications, commercial leases and donated assets.

Justin Harrington, Partner
Justin joined Morgan Cole as a partner in January 2007. Prior to that he was a partner at leading technology firm Field Fisher Waterhouse in London. Justin’s practice comprises advising users and suppliers of information technology, data protection and intellectual property matters. His practice includes working on contractual issues within Wales and in the public sector. He has contributed to numerous specialist information technology law and intellectual property law journals. He is also joint author of Electronic Government Law and Practice the first legal textbook on the Government’s electronic agenda.

Robin Havard, Partner - Chairman
Robin is chairman of the firm and in that capacity has spearheaded the development in Morgan Cole of a specialist team in devolution and Wales law. He personally advises on all matters involving health and safety legislation and environmental law, having represented a wide range of both private and public companies on compliance with environmental law and health and safety legislation, including defence of prosecutions and the conduct of appeals. Robin regularly lectures and gives seminars for clients.

Eve Piffaretti, Partner
Eve acts on behalf of health and other public sector organisations advising on a variety of issues relevant to their service including judicial review, professional conduct, freedom of information, confidentiality, human rights and mental health law. She lectures widely on public law and Wales law issues. She is regarded as a leading expert on the implementation of the Mental Capacity Act within Wales and this is an example of the implementation of England and Wales law but within a specific Wales context given the regulatory powers of the Welsh Ministers.

Paul Brennan, Consultant
Paul specialises in advising clients in the utilities sector. Prior to joining Morgan Cole as a Consultant, Paul worked on a freelance basis advising on international development work in the energy sector and on emissions trading. Paul has previously spent time as a partner in a large regional law based in Birmingham and as an in-house lawyer with British Gas plc. He has a keen interest in energy issues in Wales and the opportunity the Government of Wales Act offers to Wales to promote the reduction of carbon emissions.
