legislative programme 2007-8

1.Legislative Competence Orders

Six Legislative Competence Orders ( LCO`s) are to be sought to give the Assembly the powers to make Measures in the following areas:

  • Tackling child poverty and assisting vulnerable children. The proposals include placing a duty on a public bodies to demonstrate their commitment to tackling child poverty. The proposed LCO will be introduced this session before the summer recess.
  • Environmental Protection and waste management, to link long standing public concern over litter and other environmental matters with sustainable waste management. The proposed LCO will be introduced this session before the summer recess.
  • Gaining enhanced legislative powers in relation to additional learning needs to enable a substantial re-construction of the Statementing system in special education. The proposed LCO will be introduced this session before the summer recess.
  • Seeking powers to legislate in the field of charges for home care and other non residential social services. The proposed LCO will be introduced in the autumn.
  • Affordable housing. The proposed LCO will be introduced in the autumn.
  • The Welsh language. The proposed LCO will be introduced in the autumn.

2. Assembly Measures

In the long term the Assembly proposes to make Measures in the 6 fields referred to above. In the meantime it intends to use existing powers to propose 3 Measures now in the following areas

  • Making a Measure to give patients greater rights though an NHS Redress scheme. This legislative scheme will simplify ways that patients who suffer a medical accident can seek financial redress from the NHS. This proposed Measure will be introduced this session before the summer recess.
  • Using existing powers in the field of education to make a Measure which will reform the 14-19 curriculum. The proposed Measure will be introduced in the autumn.
  • Reform school transport to include integrated systems, the creation of a green public transport system and an expansion of Safer Routes to Schools Scheme. The proposed Measure will be introduced this session before the summer recess.
