Assembly announces legislative programme for 2009-2010

In a statement to the Assembly on 14th July, the First Minister announced the Assembly’s legislative programme for 2009-2010.

The statement included a number of Legislative Competence Orders (LCOs) and Measures which the First Minister intends to introduce over the course of the next Assembly year.

A Welsh language Measure establishing a Welsh language Commissioner, confirming the official status of both Welsh and English and establishing linguistic rights in the contexts of service provision, was amongst the proposals.

The First Minister also announced an environment Measure focussing on waste management.

A Measure relating to the red meat industry would give Ministers the power to raise levies for the Welsh Red Meat Industry.

Two new health Measures were proposed including a Measure focussing on young carers and a mental health Measure to address issues relating to the assessment of mental health and the treatment of mental health disorders. The proposed measure is also intended to enhance support for services users through an independent specialist mental health advocacy service.

A Measure which will strengthen community councils and improve decision-making and scrutiny within local government was also announced.
